of needs includes the following needs: physiological, safety, security, belonging, and
self-actualization. In theory X, employees prefer security, direction, and minimal responsibility. In
theory Y, employees enjoy their work, show self-control and discipline, are able to contribute
creatively, and are motivated by ties to the group, organization, and the work itself. The focus of
theory Z is collective decision making and long-term employment that involves slower promotions and
less direct supervision.

Responsibility is also a mandatory requirement for delegation, as the delegation process is not complete until the person to whom the assignment is given accepts it. Assignment is the distribution of work per staff that each member is responsible for during a given period of time. Delegation is the transfer of responsibility for performance of a task from one person to another while retaining accountability for the outcome (ANA, Principles for Delegation, 2005). Accountability is being responsible and answerable for behaviors, actions, or inactions of self or others under the context of delegation (NCSBN, 1995).
