Provisions set forth in the 1974 Taft-Hartley Amendments to the Waggoner Act guarantee a continuation of adequate patient care by requiring the union provide contract expiration notice and advance strike notice, making medications mandatory, and giving the hospital or agency the option of establishing a board of inquiry prior to work stoppage.

In general, nurses who are content in their workplace do not unionize. It is when nurses feel powerless that they initiate attempts to unionize. Nurses are also motivated to join unions when they feel the need to communicate concerns and complaints to management without fear of losing their jobs.
