Public health nurses are experts in providing health education for the various populations in a community setting. Historically, disaster management has been viewed as the responsibility of police, firefighters, emergency medical technicians, and hazardous materials (HAZMAT) management teams. Traditionally the first to arrive on the scene, they act to save lives (search and rescue), protect property, and meet basic human needs.
