Higher rates of obesity and substance abuse are particularly troubling when observed among rural youth, and in both cases, prevention initiatives that seek to modify not only unhealthy behaviors but also unhealthy environments are proving to be effective.

Many rural areas have no local public health department or one that offers a limited number of services.
