To provide condoms to sexually active teenag-ers in the local high school does not include the statement of a result of this action or a time frame. To increase by 25 the number of school-age children wearing seat belts does not have a time frame for achieving the expected result. To provide free diabetic screening every other month for 2 years does not include the statement of a single result of this action or a specific time frame.
