Because of the recognition of the need to be prepared, programs have been created to address the national, state, and local management of disasters. President George W. Bush established the NIMS in 2004. The NIMS provides a systematic, proactive approach for all levels of government and nongovernmental agencies to work seamlessly to prevent, protect against, respond to, recover from, and prevent the effects of disasters (Federal Emergency Management Agency, 2012). The ARC is not a governmental agency. It is chartered by Congress to provide disaster relief. The DHS was established to realign the existing agencies, groups, and organizations into a single department, focusing on protecting the American people and their homeland.
