Briefly describe the formal qualifications for governor and characteristics of those who have served as governor. What prevents often-qualified persons from seeking the office?

Answer: An ideal response will:
1. Identify formal qualifications as at least 30 years old, a U.S. citizen, and a Texas resident for at least five years.
2. Indicate that all governors from the end of Reconstruction until the election of Bill Clements in 1978 were Democrats, that there have been two female governors, and that most have been white and had some background in the law and/or public service.
3. Identify the costs of political campaigns as a major impediment to seeking office.

Answer to Question 2

Answer: An ideal response will:
1. Explain that the state House is responsible for impeaching the governor and that the state Senate is responsible for conducting a trial of impeachment charges.
2. Explain that a number of states, but not Texas, allow for recall elections of governors.
3. Articulate and defend a position on the desirability of recall elections or other mechanisms for public involvement in removal of the governor.
