Explain the reason for the limitations imposed by the Texas Constitution on the powers of the governor. Why is there greater potential for conflict in the plural now than when Texas was a one-party Democratic state?

2. Explain how offices in a plural executive can be held by individuals of different political parties and how this has been more common in recent decades. Explain that individuals from opposite parties are more likely to disagree with one another.
