1. Describe the surge in drug-related violence along the Mexican side of the border.
2. Explain how these problems could spill across the border and more directly impact the United States.

Answer:An ideal response will:
1. Explains that categorical grants must be spent for specific programs and come with many strings attached.
2. Explain that block grants can be used for many different programs within a very broad category and do not come with strings attached.
3. Explain that states prefer block grants because they have much more flexibility in how they spend the money.
