The Basic Law contains a provision called a constructive vote of no confidence,
which requires the Bundestag to first agree on a person to replace the chancellor before
voting to oust the chancellor. Many other countries with parliamentary systems do not
require the simultaneous approval of a new prime minister when parliament ousts the
old prime minister in a no-confidence vote. This procedure has only been used
successfully once in the history of postwar Germany, in 1982.
