Answer to Question 1

False

Answer to Question 2

Illiberal democracies are regimes that combine elements of democracy, such as
voting and elections, with non-democratic elements, such as restrictions on political contestation and individual rights. The dividing lines between democracy, illiberal democracy, and non-democracy can be hard to draw. However, illiberal democracies are not, technically speaking, non-democracies.
