c. Assess how the president has continued to gain power at the expense of Congress because of the advantages he or she has in terms of ex ante and ex post influence over the budget, noting that Congress relies heavily on the budget proposals of the president and that the president has ample opportunities to redirect federal spending, including the powers of rescission and deferral.
