What would be the best steps to take for local government officials to get as much funding as possible for their communities?
 
  a. Lobby in Washington DC.
  b. Lobby in the state capital.
  c. Convince the community members a tax increase was needed.
  d. Lobby both in Washington, DC and the state capital.
