Answer to Question 1

An ideal response will:
1, Define a treaty as an international agreement made with another country that must be signed by the president and ratified by a two-thirds vote of the Senate.
2, Describe an executive agreement as an international agreement signed by the president that does not require approval from the Senate.
3, Note that executive agreements have been used far more often than treaties and that they are likely to be used more often in the future, as their use has been steadily increasing over the last half-century.
4, Reveal that when Congress disagrees with a treaty, the Senate can refuse to ratify it.
