Two new agencies, the Office of the Director of National Intelligence and the Department of Homeland Security, were created after September 11, 2001 .

An ideal response will:
1, Identify the purpose of the ODNI as oversight of the various intelligence agencies and coordination of their information, and the purpose of the DHS as coordination of the work of various agencies involved in preventing and responding to attacks on the United States.
2, Discuss how the Central Intelligence Agency, which previously had primary responsibility for collecting and analyzing intelligence information, had information about al-Qaeda but failed to foresee the September 11 terrorist attacks.
3, Note that this failure was blamed on a lack of coordination of information, which led to the creation of these two new agencies in an attempt to make the foreign policy bureaucracy more efficient and effective.
4, Explain that there is significant resistance to sharing information among the various agencies overseen by these two umbrella agencies because each strives to protect its own turf, and thereby protect its budget, so meeting the goal of coordination of information is difficult.

1, Discuss how agency capture is likely to occur when the benefits of agency actions are concentrated on a few organizations or individuals, but the costs are widespread across society.
