1, Provide a brief overview of the three forms of appropriations: regular,
continuing resolution, and supplemental.
2, Discuss the basics of the appropriations process, differentiating it from other forms of lawmaking. First, appropriations are purposefully streamlined. Second, the appropriations process is supposed to follow a strict timetable.
3, Describe the alteration of the appropriations process in making it more difficult over time to pass a budget. In recent years, budget battles have reached a feverish pitch, thanks in part to the very mechanisms meant to streamline the process. Given the extraordinary difficulty of passing a single piece of legislation under normal circumstances, members of Congress have increasingly sought to roll individual bills into the larger omnibus budget bill to bypass a protracted fight over their proposed legislation and avoid a Senate filibuster.
