An ideal response will:
1, Define and discuss private interests, which are organizations or associations that try to obtain benefits from government for their own members, not necessarily for society. These include businesses, trade associations that focus on specific professions like lawyers or doctors, and labor unions.
2, Describe public interests as organizations or associations that try to obtain benefits beyond their own membership, possibly for society.Public interests include advocacy groups, which are usually ideologically driven, those that represent governments, and nonprofits.
3, Discuss that both private and public interests attempt to influence government, and they both make an attempt to reach their organizations' objectives.
4, Explain that private interests typically have greater resources than public interests.Private interests are more likely to be interested in benefiting only their members or people who agree with them. Public interests are more likely to represent the interests of the larger society (at least as they see things).

Answer to Question 2

An ideal response will:
1, Describe majority-minority districts as a form of positive gerrymandering. They stem from passage of the Voting Rights Act in 1965, encouraging states to redistrict certain legislative boundaries to allow African Americans a majority.
2, Explain the intent of the Voting Rights Act: to provide equal representation to minorities on all levels of government and to ensure African Americans are able to have proper representation.
