1, Define foreign aid as assistance that is given to another country.
2, Discuss how foreign aid has been provided for humanitarian reasons (e.g., medical care, food programs), trade reasons (e.g., grants and loans, preferential trade agreements), and political reasons (e.g., military assistance to stabilize a country that is friendly to the United States or possesses supplies of vital raw materials).
3, Note that foreign aid has never been very popular with Americans, who tend to overestimate the extent of it.

Answer to Question 2

An ideal response will:
1, Begin by noting that historically, family welfare was a private concern, but this perspective shifted with the onset of the Great Depression and the development of a social safety net by Franklin Roosevelt.
2, Discuss the Reagan war on antipoverty programs and the perspectives about welfare recipients that fueled those changes.
3, Explain the main features of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) and the resulting Temporary Assistance for Needy Families.
4, Evaluate the consequences of the PRWORA, noting that while the bill was successful in dramatically reducing the percentage of welfare recipients, it also has meant that the level of benefits has been declining.
