1, Advise the potential civil servant to focus on honing law enforcement skills, because ever since the Pendleton Civil Service Act was passed in 1833, government jobs are awarded on the basis of merit and not on the basis of patronage. Schmoozing with politicians will not get one any closer to a job as a street-level bureaucrat.
2, Provide three specific pieces of advicefor the would-be bureaucrat, such as to study hard at the police academy, gain experience in local law enforcement agencies, earn a bachelor's degree, earn a master's degree, obtain specialized training, and study hard for the civil service exam.
