1, Explain that Medicaid covers more than 60 million Americans and that most of the people covered by Medicaid would otherwise have little or no access to health care.
2, Explain that the rising costs of health care make it difficult for the federal and state governments to meet their Medicaid obligations.
3, Discuss how eligibility and services vary widely from state to state, which can lead to significant inequalities across the program nationally.
