An ideal response will:
1, Define incrementalism, a budget process in which the best predictor of this year's budget is last year's budget, plus a little bit more (an increment).
2, Explain how incrementalism discourages Congress from evaluating programs each year. This makes it nearly impossible for Congress to compare the value of spending money for one purpose over another purpose.

1, Describe the process of presidential nomination with Senate confirmation.
2, Explain the role of senatorial courtesy in blocking a potential nominee.
