An ideal response will:
1, Explain that the census occurs every 10 years.States that have gained significantly in population will be given more House seats; states that have lost substantial population will lose one or more of their seats.
2, Explain that incumbents may lose supporters if the boundaries of their districts change after the census is conducted.
3, Explain that State legislatures must then redraw their states' district lines to the benefit of the majority party of the state legislature, which helps members from the majority party win reelection and hurts members from the minority party.
