In the primary grade developmental period (ages six to eight), children are expected to learn to read. They need to develop foundational skills in five areas: phonemic awareness, phonics, fluency, vocabulary, and comprehension. The Common Core State Standards provide a systematic, detailed framework of expectations in reading development and learning across the primary grades.

The reading process is a constantly repeating loop of predicting, checking, and integrating strategies that readers use to decode and make sense of text. With practice, these strategies become automatic, and reading becomes a mental tool for gaining more background knowledge, vocabulary, and ways of thinking about one's own thinking.
