Answer to Question 1

A named grouping of people who identify themselves as members of a socially distinct people based on shared cultural traditions and history that distinguish them from all other groups.

Answer to Question 2

A named ethnic group, which is a subgroup of an ethnic nationality and thus does not have a claim to a separate homeland.
