Answer: To learn the proficiency level and instructional needs of English language learners, a pre-assessment of speaking and language skill should be conducted by the teacher. World-Class Instructional Design and Assessments (WIDA) has elaborated specific proficiencies for ELs at five levels of English language

Answer: Arguments favoring instruction in the mother tongue should cite recent research indicating this method is best practice. Arguments against instruction in the mother tongue include: community resistance, budget constraints, and lack of qualified teachers in the mother tongue.
