A rain gauge, used to collect and measure rainfall, that consists of a funnel-shaped collector attached to a long measuring tube is a STANDARD RAIN GAUGE  TIPPING BUCKET RAIN GAUGE.

Question 2

As ice crystals and snowflakes fall from high cirrus clouds, they are called VIRGA  FALLSTREAKS and usually disappear as they change from ice into water vapor.
