  tracks cross Florida? What will be an ideal response?

What is the exception to the pattern of fewer deaths in more recent
  hurricanes? Speculate as to why casualties may have been high for this
  particular storm. What will be an ideal response?

on factors infl uencing the high casualty rate and, thus, answers will vary. Possible
reasons include an ineff ective evacuation plan for residents lacking transportation,
unexpected catastrophic fl ooding following the breach of key levees, etc.
