What, if anything, do you think the city of Galveston could have done
  to prevent the high death toll and property damage caused by the 1900
  hurricane? What will be an ideal response?

Answer to Question 1

Answers will vary. Eff ective evacuation would have saved many thousands of lives.
Building a seawall may have prevented much of the property damage. Most of
the damaged buildings were of wood frame construction, so requiring masonry
construction may have produced more damage-resistant buildings.



Answer to Question 2

Galveston had been struck by major hurricanes in the past without serious damage. In
1900, it was thought that the risk was only minor.
