It is probably a wise decision. Although children often benefit from resolving their own conflicts, here the girls are at a stalemate, preventing the group from accomplishing its assigned task.

Answer to Question 2

By comparing Kino's finding of the pearl to winning the lottery, he provides a means through which he and his classmates can relate events in the story to something in modern-day life with which everyone is familiar. In other words, Rob's analogy facilitates meaningful learning.
