Certainly the desiccation of Central Asia's lakes is a serious environmental problem. One attempt to moderate these problems is through increased regulation, such as the establishment of multi-party international treaties. This may result in heightened geopolitical tensions. Also, the need to address the environmental issuesand corresponding problems with population settlement and agriculturewill require substantial sums of foreign assistance. Lastly, given the mismatched between water-sheds and political boundaries, it is not possible for one country alone to address the problem; some form of international cooperation is required; this will most likely entail the participation of members from beyond the immediate region, if only to moderate the proceedings. Ultimately, the international community may participate simply to maintain some level of stability in the region.
