Workers who take on very low-paying jobs in cities often resort to living in slums and shantytowns because they are unable to afford proper housing. People who live in these shantytowns need jobs that pay a living wage more than anything.

Answer to Question 2

City planners need to address transportation systems in cities, update aging water infrastructure, prepare for possible issues related to climate change, and use scientific data to put resources to their best use.
