E-waste includes discarded televisions, computers, DVD players, VCRs, cell phones, printers, copiers, and video game systems. E-waste has numerous toxic components and is classified as hazardous waste. Federal law regulates the transport, treatment, and disposal of such hazardous wastes under RCRA. To date, only 14 states have implemented any kind of e-waste management, and there is broad consensus on the need for federal legislation to manage this waste.

There are six federal laws governing solid-waste disposal: Solid Waste Disposal Act of 1965, Resource Recovery Act of 1970, Resource Conservation and Recovery Act (RCRA) of 1976, Superfund Act of 1980, Hazardous and Solid Waste Amendments of 1984, and Solid Waste Interstate Transportation Act of 2005.
