From early on, there were two basic conflicting schools of thought regarding the demographic transition: (1) We need to concentrate on population policies and family-planning technologies to bring down birthrates. (2) If we concentrate on development, population growth will slow down automatically,' as it did in the developed countries. In the first two conferences, the developed countries (including the United States) were emphasizing family planning, while the developing countries were arguing that development was the best contraceptive. These sides were somewhat reversed at the third conference. The United States was opposed to family planning, while the other developed countries were advocating family planning. The developing countries were asking for assistance in the area of family planning.

Answer to Question 2

International treaties are one way of coordinating efforts to care for the global commons of the atmosphere . . . the most important other air pollution treaty is The Convention on Long-Range Transboundary Pollution (LRTAP), which was rolled out in 1979 . Forty-four countries, including the United States, have signed this treaty, which includes some recently added provisions limiting specific pollutants.
