Answer: Many mountainous areas have steeply inclined rock layers. During road construction, these layers are incised to create a flat surface for the road. This leaves steeply inclined layers with nothing but friction to hold them in place. If the force of friction is overcome (i.e., precipitation migrates along the bedding plane), the rock layers will collapse.

Answer: Answers will vary but can include bolting down the slope face, stepping back the angle of slope for some weaker layers, and removing material entirely.
