Answer to Question 1

To find evidence for a submergent shoreline, I would look for features that were once above sea level that are now below sea level. A drowned river valley (estuary) is a good example of a submergent-shoreline feature.
To find evidence for an emergent shoreline, I would look for features that were once below sea level that are now above sea level. A wave-cut platform or old beach deposits now above sea level are good evidence of an emergent shoreline.

Answer to Question 2

Historical changes in sea level are measured by tidal gages, but these devices measure relative sea level that changes because of uplift or subsidence of the shoreline in addition to absolute sea-level rise.
