The primary difference between rules and procedures is that
 
  a. rules don't change, and procedures can change and evolve over time as needed.
  b. rules are always enforced, but procedures are approached with much more flexibility.
  c. rules tell students what to do, and procedures tell students what not to do.
  d. rules are explicitly taught, but procedures are learned through experience.
