Why is an HIV-positive person most contagious, not only in the first months after infection, but also again years into the infection?
 
  a. open sores eventually form on the genitals, increasing the risk of transmitting the virus
  b. by this time, the HIV virus has mutated into several more resistant variants
  c. as more time goes by, it allows the viral load to reach a maximally contagious threshold
