The Carnegie Council recommendations were: smaller communities within bigger schools, lower student-to-counselor ratio, greater parental and community leader involvement, curricula that emphasizes literacy, scientific understanding, health, ethics, and citizenship, team-taught interdisciplinary curricular blocks, improve students' health and fitness.
