In terms of municipal water treatment plants, what is influent? Effluent? How can these two terms be confusing?

In a water treatment plant, influent is the water that comes into the plant to be treated. Effluent is the treated
water that leaves the plant for consumption. That can be confusing because the same terms are used in sewage
collection and treatment systems
