Answer to Question 1

Floods, erosion, and wind damage do not respect state boundaries. The soil and water resources in the United
States are national resources. It is essential that programs aimed at conservation and management of such resources
be consistent across state borders.

Answer to Question 2

Conservation districts have been used to organize local conservation efforts. A program of grants (incentive payments)
was used to encourage the initiation or adoption of conservation practices by offsetting part of the initial
costs. The National Resource Conservation Service (NRCS) and other federal programs provide assistance in
planning, financing, and implementing conservation practices
