What is the stale seedbed technique for controlling weeds before planting grass seed?

Answer to Question 1

Water the prepared seedbed area, allow weed seeds to germinate, kill them, and then reseed with the grass on the clean area.

Answer to Question 2

Because the energy of the plant will be diverted into seed production rather than leaf or new flower production where it is desired
