Answer to Question 1

To rejuvenate a plant that has become unattractive and bare-stemmed through drought, insufficient light, or another cause

Answer to Question 2

It is to provide a reservoir for excess water that accumulates after watering and thus prevent the plant roots from remaining in water. One should not put gravel if the pot has a drainage hole.
