Answer to Question 1

Light reached the crop during the night which placed it under short night
conditions. Since it requires long nights to flower it remained vegetative.

Answer to Question 2

During the winter low light intensity commonly limits photosynthesis.
As a result, the maximum beneficial level of heat is lower.
