Working toward universal state coverage for all vaccinations would be the best choice to meet the intent of advocacy, which is strongly tied to human rights, equality, and social justice. This would provide a certain health service to all in the larger community (the state).
A motivational speaker might certainly inspire some nurses, but this would not in itself do much to increase social justice and equality in health care.
Patient and family rights bills would be important legislation to get passed, but this would only affect individuals classified as patients and their families, not everyone in the community.
A walk-a-thon to help patients pay for medications would be a great help to many people, but this falls far short of providing a universal health service to all in the community.

Common barriers to using EBP include lack of time, lack of resources, and lack of institutional support. The manager can address these by adding time into workloads for EBP activities, developing a relationship with a medical librarian who can help the staff, engaging administration in the process, and allowing nurses to access health care databases at work.
