The assumption of normality allowed the use of the normal probability distribution to estimate the probabilities.

Answer to Question 2

It is hard to tell if the assumption of normality is reasonable or not without studying wind speeds more extensively. However, it would not be surprising if wind speeds have a mounded distribution that could reasonably be approximated by the normal distribution. One might also expect the distribution to be skewed to the right since very high winds can occur. However, the assumption of normality seems reasonable.
