 This symbol does not indicate a metrical organization in the sense of European/Euro American music. Rather, this symbol means four quarter notes per measure without implication of (Euro American) stress patterns.

 Four quarter-note beats
 The melody accentuates beats 1 and 3. Beats 2 and 4 play off beats 1 and 3, giving the music a sense of lift.
