Utilities can be run to the rooftop either from underneath and through the curb or through the roof outside the roof curb.

Answer to Question 2

0 psig for very high pressure refrigerants
0 psig for systems with less than 200 pounds of R-22
4 hg vacuum for systems with 200 pounds or more R-22
4 hg vacuum for other high-pressure refrigerants regardless of the amount of refrigerant in the system
