Answer to Question 1

TAB insures that the system is operating at its maximum design efficiency.

Answer to Question 2

The gauge is installed with two valve connections: one on each side.
The high pressure line is opened to measure the high side pressure while the low pressure line valve remains closed.
The gauge dial is then rotated to zero.
The high pressure valve is closed and the low pressure line valve opened. The pressure reading will be the difference between the two pressures.
