Answer to Question 1

It should never be refilled by anyone with anything, not even the refrigerant manufacturer. The number one reason for not refilling disposable cylinders is to keep all your body parts firmly attached. The number two reason not to refill a disposable cylinder is that the potential penalty for refilling and transporting a non- refillable cylinder is now up to a 500,000 fine and spending 5 years in prison.
