Answer to Question 1

To prevent liquid refrigerant from flowing back to the compressor from the condenser during the off cycle of the system.

Answer to Question 2

RLA - rating load amps of the compressor, gives the approximate operating compressor amp draw
FLA - full load amps, gives the approximate operating fan amp draw Minimum Voltage -lowest voltage unit can safely operate Maximum Voltage - highest voltage unit can safely operate

Minimum Circuit Ampacity - power wire to unit must be able to carry at least this many amps, used to size the power wire.
Maximum Overcurrent Protection - largest fuse or breaker that may be used
